Chip was born in Wilmington, Delaware, where he graduated from Concord High School in 1973. He went on to earn a BA from Vassar College (Phi Beta Kappa), an MPA from Princeton University, and a JD from Columbia Law School.
Prior to his career in journalism, Chip practiced law for six years, mainly as Counsel to the Senate Judiciary Committee for Delaware Senator Joe Biden. His last job as a lawyer was as General Counsel to Biden’s 1988 presidential campaign.
Chip spent more than three decades as a television news reporter. While at NBC News, he rose to Chief Capitol Hill Correspondent and then he took on the role of Chief White House Correspondent at CBS News during Barack Obama’s Presidency. Chip also covered numerous presidential campaigns, including those of Bill Clinton, John McCain and Barack Obama.
Chip’s assignments required frequent travel beyond Washington, DC, taking him to all 50 states as well as numerous international destinations such as Afghanistan, Uzbekistan, Iraq, Israel, Gaza, the West Bank, Russia, China, Japan, Thailand, Australia, London, Paris, and Rome.

After leaving the news business in 2021, Chip pursued a new career, that of author. In October 2023, he published Battle Scars, a book about the Marines with whom he had been embedded for six weeks in 2003 during the invasion of Iraq. He conducted comprehensive interviews with over forty Marines, as well as their wives and grown children, to examine the impact of combat experiences on their lives, both positively and negatively.

Chip received numerous awards during his journalism career, including three Emmys. One of which was for a groundbreaking series of stories where he chronicled the massive mismanagement of funds by top executives at the Wounded Warrior Project. His reporting led to the firing of those executives and improved support for veterans.
Chip lives in Washington, DC with his wife Nina, who retired after running a prominent DC exercise business for forty years. They live with their two rescue Pit Bulls, Bella and Rico.
